Glossary

The bureaucracy is not hard. It is just in words nobody taught you.

80 words that appear on the forms, at the counters, in the rental adverts and on the departure boards. Search them, or filter by where you will run into them. Wherever any of them turn up elsewhere on this site, you can hover for the same definition.

80 words

Paperwork

anagrafesay: a-NAH-gra-feh

Municipal registry office

The town-hall department that records who lives at which address. Registering here is what turns you from a visitor into a resident.

autocertificazionesay: ow-toh-cher-tee-fee-ka-TSYO-neh

Self-declaration

A signed statement standing in for a certificate the Italian state could look up itself. Offices accept it readily precisely because it is legally binding and lying on one is a criminal matter.

CIEsay: chee-ee-EH

Electronic identity card

The chipped Italian identity card, which doubles as a login for public services through the CieID app on your phone. It is the route the state is moving everyone towards.

codice fiscalesay: CO-dee-cheh fis-KAH-leh

Italian tax code

A 16-character personal code derived from your name and date of birth. Nothing works without it. No bank account, no contract, no SIM, no enrolment. It is free.

delegasay: DEH-leh-ga

Written authorisation

A signed note letting someone else act for you at a counter, handed in with a copy of your ID. Worth writing when an office only opens at hours you are in a lecture.

domiciliosay: do-mee-CHEE-lyo

Where you actually live

The address where you can actually be reached, which is not the same thing as residenza. You have a domicilio from the day you move in; residenza is a registration that has to be applied for and checked.

marca da bollosay: MAR-ka da BOL-lo

Revenue stamp

A stamp you buy at a tabaccheria and stick to an official form. It is how you pay a duty on paperwork. The residence permit application needs a €16.00 one.

patronatosay: pa-tro-NAH-toh

Free advice office

A non-profit office that helps people through public paperwork, usually free. Between a patronato and a CAF, almost nothing on this site needs a paid lawyer.

PECsay: pek

Certified email

An email account whose messages carry the same legal weight as a registered letter. Some applications and disputes will only accept documents that arrive from one.

permesso di soggiornosay: per-MESS-oh dee sod-JOR-no

Residence permit

The card that makes your stay in Italy legal after the visa gets you in. You apply within 8 working days of arriving and you will live off the receipt for months before the card itself appears.

prenotazionesay: preh-no-ta-TSYO-neh

Booked appointment

Nearly every Italian public office now works by appointment instead of a queue. Arriving without one usually means being sent away, however early you got there.

protocollosay: pro-to-COL-lo

File reference number

The number an office stamps on your submission when it receives it. Quote it in every follow-up, because without it nobody can find your case.

questurasay: kwes-TOO-ra

Police headquarters

The provincial police HQ. Its Immigration Office handles residence permits, fingerprints and collection. In Padova it is at Piazza Zanellato 7.

raccomandatasay: rak-ko-man-DAH-ta

Registered letter

A tracked letter with proof of posting, and with 'A/R' proof of delivery too. Several deadlines count the date it was posted rather than the day it arrives, so keep the receipt.

residenzasay: reh-zee-DEN-tsa

Registered residence

Official recognition that you live at a specific address in Padova. It unlocks the health service, the identity card and most municipal benefits, and it requires a properly registered rental contract.

SPIDsay: speed

Public digital identity

A username, password and phone code that logs you into nearly every Italian public service. The state is steering people onto the CIE instead, but the provider agreements run to 2027, so one you already have keeps working.

sportellosay: spor-TEL-lo

Service counter

A service window at a public office, each handling one kind of business. 'Sportello unico' means the rarer thing: one desk that deals with several at once.

Sportello Amicosay: spor-TEL-lo a-MEE-ko

Post office immigration desk

Not every post office has one. It is the only kind that accepts the yellow residence permit kit, so check before you queue.

University

110 e lodesay: CHEN-to-DYE-chee eh LOH-deh

Top marks with distinction

Italian degrees are marked out of 110, and 'e lode' is an honour added on top of a perfect score. Individual exams are marked out of 30 instead, where 18 is the pass mark.

appellosay: ap-PEL-loh

An exam sitting

One specific date on which a given exam is held, booked through Uniweb before a closing deadline. If you fail it, or turn the mark down, you wait for the next one.

bandosay: BAN-do

Official competition notice

The published rules for a scholarship, housing place or exemption: who may apply, how, and by when. If a benefit exists, there is a bando, and the bando is the law of it.

CFUsay: chee-EFF-oo

Course credits

Italian university credits. 60 CFU is a normal full year, and scholarship renewal depends on hitting credit thresholds by set dates.

CUSsay: kooss

University sports centre

The university sports centre, with membership priced for students rather than at commercial gym rates. It is one of the few places you meet people from outside your own course.

dichiarazione di valoresay: dee-kya-ra-TSYO-neh dee va-LO-reh

Declaration of value

A statement from the Italian consulate describing what your foreign qualification is worth in the Italian system. Issued during the visa process; CIMEA's statement of comparability is the alternative route.

ESUsay: EH-zoo

Regional student services agency

Runs student housing, canteens and the regional scholarships in Padova. Distinct from the university itself, with its own deadlines.

fuori corsosay: FWOR-ee COR-so

Past your official years

Your status once you pass the official length of your degree without graduating. It changes what you pay and can end your eligibility for the regional scholarship, so it is something to plan around rather than discover.

graduatoriasay: gra-dwa-TOH-rya

Ranking list

The published, ordered list of who got a place, a scholarship or a room. Your position on it is what decides the outcome, and it is usually posted rather than emailed to you.

immatricolazionesay: im-ma-tree-co-la-TSYO-neh

Enrolment / student number

Formal enrolment. Your 'matricola' is the student number it produces, the number in your first university email address.

laurea magistralesay: LOW-reh-a ma-jee-STRA-leh

Master's degree

The two-year second-cycle degree, which is what most international students arrive for. The three-year first degree below it is the laurea triennale.

librettosay: lee-BRET-toh

Your exam record

Every exam you have passed and the mark you got for it. It used to be a paper booklet a professor signed by hand, and the name stuck even though it now lives entirely in Uniweb.

mensasay: MEN-sa

Student canteen

A subsidised canteen, in Padova run by ESU. A regional scholarship normally includes meals here, and even paying full price it costs a fraction of eating out.

piano di studisay: PYA-no dee STOO-dee

Study plan

The list of exams you commit to for the year, submitted through Uniweb inside a window that closes. Choose it carelessly and you can find yourself unable to book an exam you needed.

relatoresay: reh-la-TOH-reh

Thesis supervisor

The professor who supervises your final thesis and presents you at your graduation. You approach them yourself, and popular ones fill up months before the deadline you were thinking of.

rifiutare il votosay: ree-fyoo-TAH-reh eel VOH-toh

Turning down a grade

Italian exams let you refuse a mark you are not happy with and sit the whole exam again later. The refused attempt leaves no mark on your record, but the months it costs are real.

segreteria studentisay: seh-greh-teh-REE-a stoo-DEN-tee

Student registry office

The office holding your enrolment record, fee status and certificates. Most of what it does now starts as an online ticket or a booked appointment rather than a queue.

sessionesay: ses-SYO-neh

Exam period

The block of weeks in which exams for a semester are held, usually winter, summer and autumn. Almost nothing is examined outside one, so the calendar shapes your year more than it did at home.

tirociniosay: tee-ro-CHEE-nyo

Internship placement

A supervised placement that earns CFU towards your degree. It needs a signed agreement between the university and the host before your first day, and that paperwork takes weeks.

TOLCsay: tolk

Online admission test

A standardised computer-based admission test run by CISIA and accepted by many Italian universities. Whether you need one, and which one, depends entirely on the course you are applying to.

Uniweb

The UNIPD student portal

Where enrolment, fees, exams and benefit applications all happen. You can register on it with your tax code before you are formally enrolled.

verbalizzazionesay: ver-ba-lid-za-TSYO-neh

Having a grade recorded

The step where a mark stops being provisional and formally enters your record. A grade you have been told but that has not been verbalizzato does not yet count towards credits, scholarship renewal or graduation.

Money

bonificosay: bo-NEE-fee-ko

Bank transfer

The normal way to pay rent, deposits and fees in Italy. Save the confirmation every time: it is your only proof of payment, and cash rent with no receipt is a bad idea for a lot of reasons.

borsa di studiosay: BOR-sa dee STOO-dyo

Scholarship

The regional scholarship, awarded on ISEE and academic merit. It can cover fees plus a cash grant and canteen access, which makes it the single most valuable thing on this website.

CAFsay: kaff

Tax assistance centre

An authorised office that prepares your ISEE paperwork. For an ISEE parificato you must use a CAF that has an agreement with the university.

causalesay: cow-SAH-leh

Payment reference line

The free-text reason attached to an Italian bank transfer. Offices and landlords specify exact wording, and a payment with the wrong causale can be treated as though it never arrived.

IBANsay: EE-ban

Bank account number

The long account identifier every Italian transfer uses. Scholarships and returned deposits arrive by IBAN, so a single wrong character is worth checking twice for.

INPSsay: EE-nps

National Social Security Institute

Italy's social security and welfare agency. When a family's income is in Italy, it issues the ordinary ISEE from a declaration (the DSU) made online or through a CAF.

ISEEsay: ee-ZEH-eh

Household economic indicator

A single number summarising your household's income and assets. Italian student benefits are almost entirely decided by it. A lower ISEE means lower fees and a larger scholarship.

ISEE parificatosay: ee-ZEH-eh pa-ree-fee-KAH-toh

Equivalent ISEE for foreign income

The version for students whose family income or property is abroad. It is made by a CAF office that has an agreement with the university, not by INPS, and it takes weeks, so start early.

PagoPAsay: PA-go-PEE-A

Public payment system

The national system for paying anything owed to a public body, university fees included. You are issued a notice with a code, then pay it through your bank, an app or a tabaccheria.

scontrinosay: scon-TREE-no

Till receipt

The receipt a shop is required to give you. Keep pharmacy ones in particular, and keep any receipt for something you might want to return.

Housing

caparrasay: ka-PAR-ra

Security deposit

Money held against damage and returned when you leave, commonly two to three months' rent. Get the amount and the conditions for getting it back written into the contract rather than agreed in conversation.

citofonosay: chee-TOH-fo-no

Door intercom

The buzzer panel at the street door, labelled with surnames rather than flat numbers. Couriers and officials delivering documents use it, so get your name put on it.

contratto di locazionesay: con-TRAT-to dee lo-ka-TSYO-neh

Rental contract

Your lease. It must be registered with the tax authority to be usable for your residence permit and residenza. An unregistered contract is worth nothing to the paperwork, however real the flat is.

contratto transitoriosay: con-TRAT-to tran-zee-TOH-ryo

Short-term tenancy

A tenancy for a limited period, widely used for students. It has to state the reason it is temporary, and it does not roll over automatically when it ends.

dichiarazione di ospitalitàsay: dee-kya-ra-TSYO-neh dee os-pi-ta-lee-TA

Declaration of hospitality

The form whoever houses you files to declare they are hosting you. If you are subletting or staying with a friend, you need this instead of a contract in your own name.

disdettasay: dees-DET-ta

Notice to leave

Formal notice that you are ending the tenancy, normally required months ahead and sent by raccomandata. Miss the window and the contract simply continues with you owing rent.

posto lettosay: PO-sto LET-to

A bed, not a room

A place in a shared bedroom, as against a 'camera singola' which is a room of your own. Adverts quote posto letto prices because they look cheaper, so establish which one you are being shown.

riscaldamento centralizzatosay: rees-kal-da-MEN-to chen-tra-lid-ZAH-to

Building-wide heating

Heating run for the whole block and switched on and off by season, not by you. 'Autonomo' is the opposite: your flat has its own boiler, its own thermostat and its own bill.

spese condominialisay: SPEH-zeh con-do-mee-NYA-lee

Building service charges

The shared running costs of the building: stairwell cleaning, lift, water, sometimes heating. Ask whether they are inside the rent or billed on top, because it is often €40 to €80 a month.

spese esclusesay: SPEH-zeh es-KLOO-zeh

Bills excluded

Written next to a rent figure, it means utilities are on top, usually €40 to €80 a month more. 'Spese incluse' means they are included. Check which one you agreed to.

Health

CUPsay: koop

Appointment booking centre

The central booking system for specialist appointments and tests. Your medico di base writes the referral first, then you book it through CUP by phone, online or at a desk.

esenzionesay: eh-zen-TSYO-neh

Exemption from the ticket

Grounds on which you pay no ticket, such as low income or particular conditions. It has to be registered before the appointment, not argued for afterwards.

farmacia di turnosay: far-ma-CHEE-a dee TOOR-no

Duty pharmacy

The pharmacy rostered to stay open at night or over a holiday. Every pharmacy posts the current rota on its door.

guardia medicasay: GWAR-dya MEH-dee-ka

Out-of-hours doctor

The service covering nights, weekends and public holidays, when your medico di base is closed. It is for things that cannot wait until morning but are not emergencies.

medico di basesay: MEH-dee-ko dee BAH-zeh

Family doctor / GP

Your assigned first-contact doctor once you register with the health service. You pick one from a list, and you go to them before any specialist.

pronto soccorsosay: PRON-to soc-COR-so

Accident and emergency

The hospital emergency department, for real emergencies. Cases triaged as non-urgent wait a very long time and can be charged for.

ricettasay: ree-CHET-ta

Prescription

A prescription from your doctor, now normally electronic. You collect the medicine at any pharmacy using your tessera sanitaria.

SSNsay: ES-seh ES-seh EN-neh

National health service

The public health system. Registering gets you a medico di base and treatment at public rates, and for students it runs by calendar year rather than from the day you join.

tessera sanitariasay: tes-SEH-ra sa-nee-TAH-rya

Health card

The card proving your health service registration. It doubles as proof of your tax code and gets asked for constantly.

ticketsay: TEE-ket

Health service co-payment

The capped share of a test, specialist visit or prescription that you pay yourself. It is not the full price of the treatment and it is not insurance.

ULSSsay: OO-less

Local health authority

The body that actually runs health services in your area; Padova's is ULSS 6 Euganea. It is where you register for the SSN and pick or change your family doctor.

Getting around

abbonamentosay: ab-bo-na-MEN-to

Season pass

A weekly, monthly or annual travel pass. Padova's buses and tram are run by Busitalia Veneto, and their student pass requires a Busitalia ID card first, so it is not a same-day errand.

binariosay: bee-NAH-ryo

Platform

The platform number at a station. It is often announced only shortly before departure and changed at short notice, so watch the departure board rather than the printed timetable.

obliteraresay: o-blee-teh-RAH-reh

To validate a ticket

Stamping your ticket in the machine as you board, or before you get on the train. An unstamped ticket counts as no ticket at all, and the fine is not interested in the fact that you paid.

regionalesay: reh-jo-NAH-leh

Regional train

The slow, cheap trains that stop nearly everywhere; 'regionale veloce' skips some of the stops. They have no reserved seats, so the ticket buys you a time window rather than a place.

scioperosay: SHO-peh-ro

Strike

Transport strikes are announced days ahead and are an ordinary part of the Italian calendar. Check for one before any journey you genuinely cannot miss.

Everyday

chiuso per feriesay: KYOO-zo per FEH-ryeh

Closed for holidays

A sign on a locked door meaning the business is away, sometimes for two or three weeks. It does not mean it has shut down for good.

copertosay: co-PER-to

Cover charge

A small per-person charge added to a restaurant bill for the table setting and bread. It is normal and it is printed on the menu, and it is not a tip.

ferragostosay: fer-ra-GOS-to

15 August

The August public holiday, and with it the stretch when much of Italy closes. Offices, shops and some doctors shut for days around it, so nothing bureaucratic moves.

tabaccheriasay: ta-back-eh-REE-a

Tobacconist

Marked with a white T on a black sign. Sells revenue stamps, bus tickets, and top-ups, far more useful to your paperwork than the name suggests.
