UNIPD has an agreement with the Agenzia delle Entrate that issues tax codes to international students without a visit to the tax office. Use this before booking an appointment yourself.
How it goes
Try the university route first
UNIPD has an arrangement with the Padova provincial office of the Agenzia delle Entrate to issue tax codes to international students without them attending in person. This is faster and easier than doing it yourself, and it is the step most students do not know exists.

If you need to go yourself, book an appointment at a Padova office and state the reason as an international student request. Bring your passport, your visa, and an address in Italy. A temporary one is accepted.

Keep the paper you are given
You will be issued the code on paper immediately. The plastic card follows later by post and only if you are registered with the health service. The paper is fully valid. Do not wait for a card before opening a bank account.
What actually goes wrong

Paying an agency for it
The tax code is free and issued on the spot. Services that charge for it are charging you to stand in a queue, and the university route often removes the queue altogether.
Waiting for the plastic card
The card arrives only after health service registration, which itself needs , which needs a contract. Everything else, bank, SIM, contracts, enrolment, accepts the paper code straight away.
