The numbers
Voluntary SSN registration
Official€700 per year
The legal minimum for a study permit, set by the immigration law since the 2024 budget law raised it from €149.77. Almost every guide online still quotes the old figure. It is wrong.
SSN registration period
Official1 January to 31 December
Not pro-rata. Registering in October still costs the full €700 and still expires on 31 December. This is the single most expensive timing mistake a new student can make.
How it goes
Understand what each option actually gives you
Registering voluntarily with the , the national health service, gives you a family doctor, the same access to public hospitals as a resident, and heavily reduced costs for treatment. For you and, importantly, on an ongoing basis. Private insurance satisfies the residence permit requirement more cheaply, but it is insurance: it reimburses or covers defined events, and it does not give you a family doctor inside the public system.
Voluntary SSN registration:€700 per yearCheck the price everyone quotes. It is out of date
Almost every blog, forum answer and older university page still quotes around €150 a year for student SSN registration. That figure was abolished by the 2024 budget law. Budget for the current amount and be suspicious of any advice that still uses the old one, because it tells you how old the rest of that advice is.
Voluntary SSN registration:€700 per yearThen look at the calendar before you pay
SSN registration runs for the calendar year and is not pro-rated. Registering in October costs the same as registering in January and still lapses on 31 December. For a student arriving in autumn this is the difference between paying for twelve months and paying for three.
SSN registration period:1 January to 31 DecemberA common pattern that works
Many autumn arrivals take a qualifying private policy to satisfy the residence permit, then register with the SSN from the following January and stay in it. Whether that is right for you depends on your health, your programme length and your budget, but the decision is worth making deliberately rather than by default.
If you choose a private policy, the cheaper ones
A private policy can be bought in Italy or at home, from any insurer, as long as it meets the university's list below; one bought at home also needs a legal translation into Italian. Many students use the WAI Association Italy Welcome package, sold for people applying for a study permit: it covers urgent hospital treatment in Italy and costs far less than the SSN. Students report that the accepts it. It does not give you a family doctor or pay for ordinary visits, so read what it covers, and keep the policy and its receipt with your permit papers.
A private policy for the permit must cover:All illness, at least €30,000, for your whole stayWAI Association Italy, Welcome package:From €91, for 6 months or a year
What actually goes wrong
Collected from students who hit these. This section is the reason to read the page twice.
Paying a full year for three months of cover
This is the most expensive avoidable mistake on this entire site, and it happens because nobody mentions the calendar year. If you are arriving in September or October, work out the cost per month of cover before choosing.
Buying a policy that the Questura will not accept
For the permit, a policy must meet every point on the university's list in the step above: all illness, the minimum amount, your whole stay, valid in Italy, an office here to call. A cheap travel policy usually fails one of them. Check before paying, not at the counter.
Assuming registration is automatic once you have residenza
It is not. Voluntary SSN registration is a separate act you have to go and do, and it has its own paperwork and payment.
